The most common reason a meteor shower disappoints is not cloud. It's the Moon.

A gibbous moon washes out everything but the brightest few meteors. Shower dates are fixed by Earth's orbit while the phase drifts eleven days a year, so the Perseids can be spectacular one August and nearly invisible the next with identical meteor rates. Check the phase before you set a 3am alarm.
