Classical astrology gives every planet one sign where it does its best work regardless of ownership, and for the Moon that sign is Taurus.
Exaltation is older than the Greek texts that pass it on — the scheme appears in Babylonian sources — and the traditional degree for the Moon is 3° Taurus specifically. The reasoning offered is that Taurus is fixed and earthy, so it gives the most changeable body in the sky something to stand on.
