In much of the Islamic world a month begins when someone physically sees the new crescent, a sighting, not a calculation.

The hilal is the first thin crescent visible after sunset following the new moon, and different countries can start Ramadan a day apart depending on sky, latitude and whether calculation is accepted alongside observation. It's one of the last places where a global calendar still depends on somebody going outside and looking up.
