Every so often the Moon climbs further north or south than the Sun ever goes. Modern astrologers call that out of bounds and read it as behaviour outside the rules.
The Sun never passes 23°26' of declination, because that is Earth's tilt. The Moon's own five-degree tilt can add to it, so at a major standstill the Moon reaches nearly 28.7° and spends days at a time beyond the solar limit. The astrological reading is modern; the phenomenon is real, on an 18.6-year cycle.
