Horary astrologers care how quickly the Moon is moving. Under about 13° a day it is slow, above it fast, and the answer to the question changes accordingly.
The Moon's daily motion really does vary, from roughly 11°45' at apogee to 15°20' at perigee, because the orbit is an ellipse. Traditional practice reads a fast moon as events arriving quickly and a slow one as delay — an unusually direct case of an astrological rule tracking a physical quantity you can look up.
